Here's what Stage 3 of reopening means for kids and camps

Gov. Eric Holcomb on Wednesday announced much of the state can begin implementing Stage 3 of the Back on Track Indiana plan beginning Friday — two days ahead of schedule.

For families that have been homebound since March, Stage 3 offers some respite. In the coming weeks, campgrounds and pools will be allowed to reopen, recreational sports practices can begin (no contact sports) and summer camps will be allowed to resume.

While overnight camps will remain closed, youth summer day camps will be allowed to resume beginning June 1.

The Centers for Disease Control and Prevention has outlined a number of criteria that they suggest must be met before administrators decide to open their facilities, stipulating that a camp's decision to reopen must align with state and local health guidance.

Expanding on those CDC recommendations, an 82-page guide prepared for and released by the American Camp Association and YMCA of the USA outlines extensive health and safety guidelines for day camps and sleep-away camps.

Best practices outlined in the guide include conducting pre-screening and ongoing health screening for campers and staff, beginning up to two weeks before arriving and as often as daily once camp begins. Camps are also encouraged to develop plans for contact tracing, data management and communications in the event of a potential exposure.

Summer camps don't only provide kids a chance to get out of the house, but can be an important bridge to connect students with continued learning opportunities outside of a classroom. 

Combined with disruptions in the spring semester, the loss of summer camp programming could have lasting implications for kids already at risk of the "summer slide" learning gap, Allen Koh, an education consultant, told IndyStar.

"This could be almost irreparably devastating for students from low-income backgrounds," Koh said.

Marion, Lake and Cass counties, which have documented some of the highest numbers of infection, cannot begin Stage 3 until June 1. Stage 4 of the plan is scheduled to begin in much of the state on June 14.
